{"id":71997,"date":"2026-06-09T12:15:29","date_gmt":"2026-06-09T19:15:29","guid":{"rendered":"https:\/\/eltecolote.org\/content\/?p=71997"},"modified":"2026-06-09T12:16:48","modified_gmt":"2026-06-09T19:16:48","slug":"ca-primary-election-winners-housing-cost-of-living","status":"publish","type":"post","link":"https:\/\/eltecolote.org\/content\/en\/ca-primary-election-winners-housing-cost-of-living\/","title":{"rendered":"California election: Where winners stand on housing and cost of living"},"content":{"rendered":"\n<p>From California\u2019s next governor to how San Francisco taxes businesses, many Latino voters entered this week\u2019s primary election focused on how measures and candidates would address the city\u2019s housing shortage and rising costs of living.<\/p>\n\n\n\n<p>Nearly 3 in 10 Bay Area residents struggled to make ends meet in 2023, even with half of those living in poverty working full time, according to a Tipping Point analysis. Over the past year, <em>El Tecolote <\/em>and the <em>Public Press<\/em> have documented how San Francisco\u2019s working-class communities are experiencing <a href=\"https:\/\/www.sfpublicpress.org\/this-caregiver-is-an-immigrant-and-disabled-advocate-under-trump-her-future-is-uncertain\/\">homelessness<\/a> and<a href=\"https:\/\/eltecolote.org\/content\/en\/snap-cuts-food-crisis-sf\/\"> food insecurity<\/a>, and are increasingly turning to informal solutions such as <a href=\"https:\/\/eltecolote.org\/content\/en\/sf-rv-crackdown-fallout\/\">residential RVs<\/a> and<a href=\"https:\/\/eltecolote.org\/content\/en\/sf-food-vendors-super-bowl\/\"> street vending<\/a> to make ends meet.&nbsp;<\/p>\n\n\n\n<p>\u201cWe are dealing with a lot of economic uncertainty, high interest rates, high construction costs, and so even the best crafted policies may not be producing housing right now because the market&#8217;s just not working,\u201d said David Garcia, Deputy Director of Policy Terner Center for Housing Innovation at UC Berkeley. \u201cIt takes some patience to see results of that work, [which] also highlights the need for shorter term reforms to keep people housed.\u201d&nbsp;<\/p>\n\n\n\n<p>These concerns were reflected in <a href=\"https:\/\/eltecolote.org\/content\/en\/ca-governor-election-latino\/\">a pre-election poll <\/a>conducted by <em>El Tecolote <\/em>and the <em>San Francisco Public Press<\/em>, where respondents ranked housing and affordability among their top priorities for this year\u2019s election. The California governor\u2019s race&nbsp;<\/strong><\/h2>\n\n\n\n<p>On June 5, Democratic candidate Xavier Becerra <a href=\"https:\/\/www.nbcnews.com\/politics\/2026-election\/democrat-xavier-becerra-advances-california-governors-race-rcna347480\">advanced<\/a> to the gubernatorial general election. His opponent has yet to be determined: <a href=\"https:\/\/dp.electionresults.sos.ca.gov\/returns\/governor\">as of June 8<\/a>, Steve Hilton has 25.9% of the vote while Tom Steyer has 21.5%. Results won\u2019t be certified until July.&nbsp;<\/p>\n\n\n\n<p>Becerra, a longtime Democratic politician and son of Mexican immigrants, supports streamlining housing construction while enforcing tenant protections and expanding childcare access. He says he will use state authority to lower prices, pledging to protect access to essential medical health services for immigrant communities and freeze utility rates and home insurance premiums.&nbsp;<\/p>\n\n\n\n<p>However, Becerra takes a different approach to homelessness, as he told CalMatters: &#8220;Unhoused Californians should not get to voluntarily stay on the street if help is available.\u201d&nbsp;<\/p>\n\n\n\n<p>Meanwhile, Hilton, a British-born political commentator endorsed by Donald Trump, is campaigning on deregulation and closer alignment with the federal government \u2014 including its immigration enforcement policies. Congressional candidates differ on how to increase housing&nbsp;<\/strong><\/h2>\n\n\n\n<p>Last week, State Senator Scott Wiener and District 1 Supervisor Connie Chan advanced to November&#8217;s general election, where they will seek to fill Nancy Pelosi\u2019s seat in Congress, a position through which they could continue furthering the quest for housing availability in the city.&nbsp;<\/p>\n\n\n\n<p>\u201cThe federal government has a huge role to play when it comes to financing housing in general, as well as allocating resources for, for tenants and for affordable housing development,\u201d said Garcia. \u201cThe question is which [candidate] is better positioned to use the tools that the federal government has to impact housing outcomes at the local and state level.\u201d<\/p>\n\n\n\n<p>Wiener, who has represented San Francisco in the California State Senate since 2016, is known for his pro housing development legislation and his vocal support for LGBTQ+ and immigrant rights. One of his most well-known pieces of legislation is <a href=\"https:\/\/ternercenter.berkeley.edu\/research-and-policy\/sb-35-evaluation\/\">SB 35<\/a>, which allowed developers to streamline the local permitting process for multi-family homes with affordable housing units in places that had yet to meet their affordable housing production quotas.&nbsp;<\/p>\n\n\n\n<p>In his campaign for congress, he has promised to lower housing costs and build 8 million new homes. He wants to expand policies that incentivize developers to continue building more housing across income levels, including market-rate housing.<\/p>\n\n\n\n<p>Chan, on the other hand, says she favors <a href=\"https:\/\/www.conniechansf.com\/issues\/issue-2?source=bec4c9af-510a-4724-bc1f-bf3f46e2143e#block-2d5be69b-b26b-408a-9f93-289f61cd505a\">direct federal investments<\/a> in affordable housing over relying primarily on corporate developers and wants the federal government to prioritize funding low and middle-income housing. She supports expanding federal grants and low-interest loans for affordable housing and increasing rental assistance to vulnerable tenants. She wants to make sure new housing doesn\u2019t displace tenants or businesses. She also plans to support \u201cmiddle-income job creation\u201d and higher union wages.&nbsp;<\/p>\n\n\n\n<p>As supervisor, Chan has advocated for tenant protections and increased housing subsidies for unhoused families. Both propositions tried to <a href=\"https:\/\/www.kqed.org\/elections\/results\/sanfrancisco\/proposition-c\">address the city\u2019s economic pressure<\/a>s: Proposition C by lowering taxes for small businesses, while Proposition D proposed raising taxes on companies where CEOs earn at least 100 times more than their median employees.&nbsp;<\/p>\n\n\n\n<p>The two measures, however, failed.&nbsp; Proposition D was rejected by 53.6% of voters during Monday\u2019s latest count, and <a href=\"https:\/\/www.sfchronicle.com\/sf\/article\/s-f-overpaid-ceo-act-fails-setback-for-unions-22293399.php\">a Chronicle analysis <\/a>said it no longer had a viable path to succeed. Proposition C, meanwhile, was rejected by 65.94% of voters.&nbsp;<\/p>\n\n\n\n<p>Supporters of Proposition D, including many nonprofit organizations, wanted the measure to <a href=\"https:\/\/eltecolote.org\/content\/en\/sf-budget-cuts-proposal-2026\/\">help address the city\u2019s large budget deficit<\/a>, by generating up to $300 million in revenue each year. Housing advocates have been<a href=\"https:\/\/www.instagram.com\/p\/DYX7r-fyEVQ\/\"> pressuring the city<\/a> to increase the number of subsidies available, and the added funds could have made it easier for San Francisco to increase the rent assistance it can offer those facing housing insecurity. The mayor\u2019s budget proposal includes deep cuts to programs and services for people experiencing economic instability.&nbsp;<\/p>\n\n\n\n<p>Opponents of Proposition D, however, worried that the measure could have pushed businesses to leave the city and lead to price increases and the loss of 900 jobs, complicating the city\u2019s slow economic recovery from the pandemic, and increasing living costs.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Lurie\u2019s Family Zoning Plan and the District 2 and 4 supervisor seats<\/strong><\/h2>\n\n\n\n<p>Stephen Sherill and Alan Wong both won their districts by wide margins, with Sherill polling at 69% of the vote in District 2 and Wong earning 49% in District 4, helping maintain a moderate majority on the Board of Supervisors.&nbsp;<\/p>\n\n\n\n<p>Both supervisors are close allies of Mayor Daniel Lurie and supported the Family Zoning Plan, a mayoral housing initiative intended to allow the construction of more than 36,000 units of new housing. Expanding housing production was a central issue in <a href=\"https:\/\/www.sfpublicpress.org\/sherrill-wins-big-in-d2-supervisor-race\/\">Sherill\u2019s campaign<\/a>.&nbsp;<\/p>\n\n\n\n<p>Because Districts 2 and 4 contain large concentrations of single-family homes, neighborhoods such as the Inner and Outer Sunset, Pacific Heights and the Marina could experience some of the most visible effects of the Family Zoning Plan if it is fully implemented.&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sfexaminer.com\/news\/urban-development\/sf-family-zoning-plan-passes-upzoning-approved\/article_3938b98d-df49-401f-b857-18e03c72c848.html\">Opponents of the Family Zoning Plan<\/a> say they are concerned about tenant protections. While the plan includes protections for rent-controlled buildings, these safeguards only apply to buildings with three or more units. Critics argue that upzoning could inflate property values and encourage developers to demolish rent-controlled buildings and replace them with new luxury units, directly affecting working-class residents and the businesses that employ them.<\/p>\n\n\n\n<p>Supporters, meanwhile, argue that the plan is necessary to address San Francisco&#8217;s housing shortage and help the city meet state housing requirements.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p><em>Have any questions about the election results or what they could mean ahead of November&#8217;s general election?
