With 61 candidates on the ballot and recent polls showing a close tie among the top three, it is not clear who will take the lead.<\/p>\n\n\n\n<p><em>El Tecolote <\/em>and the <em>San Francisco Public Press<\/em> sent a <a href=\"https:\/\/eltecolote.org\/content\/en\/ca-governor-race-poll\/\">callout to our Latino readers<\/a> last week, asking them to highlight what issues they feel are most important for the state\u2019s next governor to address. We received dozens of responses through <em>El Tecolote\u2019s<\/em> Spanish-language WhatsApp as well as through Google Form surveys in English and Spanish linked in our newsletters and social media accounts.<\/p>\n\n\n\n<p>Above all, the biggest concern expressed within the city\u2019s Latino communities is affordability. Whether they referred to housing costs, finding well-paying jobs, or the price of gas and healthcare, many people said they were struggling to make ends meet. The rights of unhoused and immigrant residents were also top-of-mind.<\/p>\n\n\n\n<iframe loading=\"lazy\" title=\"Top concerns among SF's Latino communities\" aria-label=\"Pie Chart\" id=\"datawrapper-chart-Z3wW6\" src=\"https:\/\/datawrapper.dwcdn.net\/Z3wW6\/1\/\" scrolling=\"no\" frameborder=\"0\" style=\"border: none;\" width=\"600\" height=\"409\" data-external=\"1\"><\/iframe>\n\n\n\n<p>Here\u2019s where the leading gubernatorial candidates stand on the top concerns identified by our readers. Candidates are listed in alphabetical order by last name.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Affordable housing&nbsp;<\/strong><\/h2>\n\n\n\n<p>The top concern for Bay Area Latinos we polled in our survey was housing \u2014 a concern we have continuously reported on while documenting <a href=\"https:\/\/eltecolote.org\/content\/en\/sf-tenant-rent-strikes\/\">rent strikes<\/a> and alternative solutions to soaring housing costs like<a href=\"https:\/\/eltecolote.org\/content\/en\/sf-rv-crackdown-weaponized-parking\/\"> residential RVs<\/a>. While all five of the top gubernatorial candidates have made housing affordability a central part of their campaigns, they have different proposals.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D): <\/strong>With an emphasis on current policy failures, Becerra focuses on the lack of housing in California stating that the \u201cshortage is the engine driving costs beyond reach\u201d on his campaign website. If elected, he would issue an executive order declaring the state in a housing crisis and would treat housing production and affordability as a top priority. He would do this by passing legislation streamlining housing production, and reducing bureaucracy around housing construction while enforcing California tenant protections.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Chad Bianco (R): <\/strong>\u00a0Bianco\u2019s campaign homes in on the unaffordability of homes in California and is focused on barriers to building housing. His campaign claims to \u201coppose any effort to weaken Prop 13,\u201d a 1978 property tax that protects homeowners and shields commercial properties from having their properties reassessed at market value.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Steve Hilton (R): <\/strong>Hilton looks to \u201crestore the California Dream of a single family home for every family.\u201d His platform is focused on removing state bureaucracy and policies that reduce the rate at which housing is produced, citing that only 5% of California land is developed.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Katie Porter (D): <\/strong>Porter\u2019s platform outlines a plan to speed up housing production within two years, which she claims will bring down the costs of apartment costs by 20%. She says she would do so by enforcing housing laws that would stop local delays that happen \u201ctoo often\u201d in construction.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tom Steyer (D):<\/strong> Running on a platform of affordability, Steyer says he would slash state policies he believes&nbsp; delay housing construction while strengthening ones like SB 79 \u2014 a law that legalizes the construction of multi-story housing near public transit. With a comprehensive list of solutions that promise building 1 million new homes within four years, his platform consists of closing Trump\u2019s Tax Loophole, which he calls a \u201cbillionaire-friendly\u201d tax break that lets wealthy commercial property owners avoid taxes on the value of their properties, and ensuring the protection of renters\u2019 rights.&nbsp;<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Cost of living<\/strong><\/h2>\n\n\n\n<p>Another one of our readers\u2019 most popular concerns was California\u2019s rising cost of living. Nearly 3-in-10 Bay Area residents struggled to make ends meet in 2023, according to a Tipping Point analysis, and price hikes due to recent f<a href=\"https:\/\/eltecolote.org\/content\/en\/snap-cuts-food-crisis-sf\/\">ederal cuts<\/a> to SNAP beneficiaries, tariffs and the U.S. war on Iran have made it more difficult for working-class residents to afford gas and groceries.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D):<\/strong> On his campaign page, Becerra said he would stand up to price gouging and \u201cunjustified rate hikes,\u201d expand childcare support for Californians and use state pressure to lower prices. He promised to f<a href=\"https:\/\/www.kqed.org\/news\/12082915\/heres-how-the-candidates-for-governor-would-make-california-more-affordable\">reeze utility rates<\/a> and home insurance premiums.<br><\/li>\n\n\n\n<li><strong>Chad Bianco (R): <\/strong>Bianco favors a deregulation approach: rolling back state limits on housing, energy and business development, and reducing state spending. He also proposes cutting taxes on working families and businesses. In a recent interview with ABC News, he <a href=\"https:\/\/www.abc10.com\/article\/news\/politics\/elections\/california-primary-set-to-narrow-crowded-gubernatorial-field\/103-a7eb785a-e360-4a66-8a15-9286217dae21\">proposed cutting state programs<\/a> that benefit undocumented immigrants, support homeless residents and allocate funds for high speed rail.\u00a0<br><\/li>\n\n\n\n<li><strong>Steve Hilton (R): <\/strong>To Hilton, the high cost of groceries and construction fees could be solved by addressing high gas prices. He wants to increase California\u2019s reliance on the state\u2019s natural gas reserves, reversing the pivot to solar and wind energies encouraged by Democratic administrations. California\u2019s regulations \u201cdo nothing really for climate change, but they just make gas more expensive,\u201d he told <em>El Tecolote. <\/em>Hilton said he also plans to eliminate the state income tax for the first $100,000 a person makes in income.\u00a0<br><\/li>\n\n\n\n<li><strong>Katie Porter (D): <\/strong>Porter has said she plans to address California\u2019s affordability crisis by <a href=\"https:\/\/calnonprofits.org\/katie-porter\/\">raising state revenue<\/a>, \u201cclosing tax loopholes\u201d for billionaires and corporations, and implementing progressive corporate tax rates. With these additional funds, Porter plans to implement universal free child care, get rid of state income taxes for those making less than $100,000 a year, and cover the first two years of college tuition for Californians at UCs and CSUs.\u00a0<br><\/li>\n\n\n\n<li><strong>Tom Steyer (D): <\/strong>In an interview with <em>El Tecolote, <\/em>Steyer said he planned on dropping electricity rates by 25% by changing regulations and providing local competition for \u201clegal monopolies\u201d like PG&amp;E.&nbsp; He said, with respect to San Francisco, that the utilities leaders \u201ccharge us twice as much as everybody else, but they give us terrible service, including putting tens of thousands of people out of service at Christmas weekend.\u201d Steyer also wants to investigate oil companies\u2019 \u201cprice gouging\u201d tactics and wants to put a cap on the profits that gas companies can collect and<a href=\"https:\/\/www.tomsteyer.com\/press\/steyer-slams-trump-and-big-oil-for-sky-high-california-gas-prices\"> redirect the excess profits<\/a> to Californians as a rebate.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Jobs and organized labor<\/strong><\/h2>\n\n\n\n<p>San Francisco has seen its <a href=\"https:\/\/eltecolote.org\/content\/en\/sfusd-strike-san-francisco-schools\/\">fair share of strikes <\/a>in recent months, as organized labor groups have rallied to <a href=\"https:\/\/eltecolote.org\/content\/en\/hotel-worker-strike-san-francisco\/\">demand higher compensation<\/a>. Many of the city\u2019s immigrant residents have also expressed concerns about <a href=\"https:\/\/eltecolote.org\/content\/en\/sf-subway-wage-theft\/\">wage theft<\/a> and new street <a href=\"https:\/\/eltecolote.org\/content\/en\/sf-mission-food-vendor-enforcement\/\">food vending regulations<\/a> that affect how they can make money, while residents who depend on Uber and Lyft for gig work say<a href=\"https:\/\/eltecolote.org\/content\/en\/sf-rv-crackdown-fallout\/\"> their income is not enough <\/a>to afford necessities.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D): <\/strong>Becerra has referenced his past experiences as Attorney General, where he \u201cstood up to corporations to stop wage theft.\u201d He wants to <a href=\"https:\/\/variety.com\/2026\/film\/news\/xavier-becerra-hollywood-jobs-summit-1236757066\/\">revive the entertainment industry<\/a> by expanding tax credits and incentives. He also wants to ensure there is <a href=\"https:\/\/www.xavierbecerra2026.com\/priorities\/ai\/\">workforce investment and transition support<\/a> for industries where jobs could be affected by Artificial Intelligence.\u00a0<br><\/li>\n\n\n\n<li><strong>Chad Bianco (R):<\/strong> The Riverside County Sheriff says the \u201c<a href=\"https:\/\/www.desertsun.com\/story\/news\/nation\/california\/2026\/04\/21\/california-governor-candidate-bianco\/89677187007\/\">overregulation of California\u2019s economy<\/a>\u201d is hindering job and business growth. He has said he wants to <a href=\"https:\/\/www.facebook.com\/SheriffChadBianco\/videos\/with-people-and-businesses-leaving-california-in-droves-we-need-big-new-ideas-to\/4056530664667884\/\">eliminate California\u2019s income tax<\/a> and wants to modernize the state\u2019s water infrastructure to support farmers and ranchers, have schools prioritize career-focused fundamental skills, and increase funds for teacher training and recruitment programs.<br><\/li>\n\n\n\n<li><strong>Steve Hilton (R):<\/strong> In an interview with <em>El Tecolote<\/em>, Hilton said he was \u201cvery focused\u201d on helping workers and small businesses by lowering taxes, and reducing the regulations and bureaucracy that Californians have to navigate to start a small business. He also said it was important to \u201cprotect small businesses from unfair competition,\u201d noting that street vendors don\u2019t always need to comply with the same regulations or pay the same taxes as brick and mortar establishments.\u00a0\u00a0<br><\/li>\n\n\n\n<li><strong>Katie Porter (D): <\/strong>For Porter, the way to improve workers\u2019 compensation and conditions is <a href=\"https:\/\/katieporter.com\/priority\/standing-up-for-workers\/\">through unions<\/a>. The former U.S. representative has expressed a commitment to support organized labor across industries, and says she plans to create and enforce policies that ensure every worker can have the opportunity to unionize to better advocate for their rights. Her proposed taxes on corporations, <a href=\"https:\/\/www.kcra.com\/article\/katie-porter-explains-why-she-should-be-californias-next-governor-ca-politics-360\/71390417\">she argues<\/a>, could motivate them to invest in their employees and create new jobs.\u00a0<br><\/li>\n\n\n\n<li><strong>Tom Steyer (D):<\/strong> Steyer said he would <a href=\"https:\/\/www.tomsteyer.com\/press\/tom-steyer-unveils-a-jobs-guarantee-for-the-ai-era-plan\">direct California<\/a> to \u201caggressively grow industries that create high-quality jobs\u201d such as semiconductors, pharmaceuticals and manufacturing. He has also said he wants to ensure California workers are shielded from developments and the implementation of Artificial Intelligence by expanding unemployment insurance and strengthening work protections through different initiatives.&nbsp;&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Making health care accessible<\/strong><\/h2>\n\n\n\n<p>Some Democratic candidates favor <a href=\"https:\/\/www.health.harvard.edu\/blog\/single-payer-healthcare-pluses-minuses-means-201606279835\">single payer health care,<\/a> a state-run program where all residents could get care, without the need for private insurance. The proposal, which would upend the current system, would require the federal government\u2019s approval and tax hikes, <a href=\"https:\/\/calmatters.org\/politics\/2026\/03\/california-governor-single-payer-health-care\/\">according to CalMatters<\/a>.<\/p>\n\n\n\n<p>Last year, the federal government cut significant federal funding for Medicaid, shifting&nbsp; pressure to states and cities for maintaining services. Facing a budget deficit, California<a href=\"https:\/\/eltecolote.org\/content\/en\/california-immigrant-health-cuts\/\"> rolled back<\/a> some Medi-Cal expansion programs it had put in place to fund health care for low-income immigrant adults, a move that advocates and residents<a href=\"https:\/\/eltecolote.org\/content\/en\/ca-medical-coverage-immigrants\/\"> are concerned<\/a> could severely limit access to care.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D): <\/strong>Though Becerra has been a longtime advocate for single-payer health care, he has <a href=\"https:\/\/www.kqed.org\/news\/12082059\/xavier-becerra-backpedals-on-single-payer-as-he-woos-powerful-doctors-lobby\">since backpedaled his support<\/a> and received endorsements from doctor groups that oppose the policy. Now, he says he wants to focus on how to <a href=\"https:\/\/www.xavierbecerra2026.com\/priorities\/health-care\/\">minimize the impact<\/a> federal funding cuts could have on Californians\u2019 care, regardless of their immigration status. Becerra says he plans on investing in growing and retaining a healthcare workforce, bringing down costs using state power and protecting essential medical services.\u00a0<br><\/li>\n\n\n\n<li><strong>Chad Bianco (R):<\/strong> In his campaign page, Bianco says he wants to stabilize the FAIR plan to keep insurance affordable, fight fraud and simplify insurance claims to \u201cimprove efficiency.\u201d Though he has <a href=\"https:\/\/www.facebook.com\/SheriffChadBianco\/posts\/we-should-be-working-to-lower-costs-for-californians-who-work-hard-pay-taxes-and\/1250145176667530\/\">previously voiced opposition<\/a> to providing health care to undocumented immigrants, his stance on immigrant access to health care is mixed, appearing open to having working asylum seekers <a href=\"https:\/\/www.cbsnews.com\/news\/california-immigrant-healthcare-ice-sanctuary-state-2026-governors-race\/\">receive coverage<\/a> during their process.<br><\/li>\n\n\n\n<li><strong>Steve Hilton (R): <\/strong>Hilton opposes the Democratic push to single payer health care. \u201cYou end up with terrible service, huge long wait times, and a lot of frustration,\u201d he told <em>El Tecolote.<\/em> Instead, he wants to focus on targeting instances of fraud in the health care budget and encourage competition to drive down costs. Hilton says he supports the federal government\u2019s tightened eligibility criteria for Medicaid and opposes using taxpayer funds to expand Medi-Cal to noncitizens.\u00a0<br><\/li>\n\n\n\n<li><strong>Katie Porter (D): <\/strong>Porter supports single payer health care, saying it could help California save money. She is a strong supporter of Medicare for All, <a href=\"https:\/\/abc30.com\/post\/candidates-clash-affordability-health-care-california-governors-race-debate\/19048700\/\">broadening access<\/a> to immigrants, expanding mental health care access, and making sure insurance premiums on state-funded plans are not cost prohibitive to residents.\u00a0<br><\/li>\n\n\n\n<li><strong>Tom Steyer (D): <\/strong>Steyer also supports single payer health care as a way to reduce one of California\u2019s biggest expenses. \u201cThe cost is eating up every family,\u201d he told <em>El Tecolote.<\/em> \u201cThe cost is eating up every business that employs people and pays for their health care, and it&#8217;s eating up the state budget itself.\u201d He has also voiced support for universal access for health care, including for immigrants.&nbsp;<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Support for homeless residents<\/strong><\/h2>\n\n\n\n<p>According to a 2025 report by the <a href=\"https:\/\/homelessness.ucsf.edu\/LatineCAreport\">UCSF<\/a>, 35% of adults experiencing homelessness in California identify as Latino. Over the past two years, <em>El Tecolote <\/em>has documented the impact homelessness has had on Latino families extensively, looking at the mental and physical toll it can have on parents\u2019 and children\u2019s lives. The <em>Public Press<\/em> has reported on how funding cuts are affecting services for people who are unhoused and others with insecure housing.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D): <\/strong>Becerra states on his website that this is \u201cnot a housing crisis alone\u201d but also a mental health crisis. From day one, he plans on declaring a housing emergency where he would focus on preventing homelessness before it starts in addition to strengthening the state&#8217;s mental health infrastructure.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Chad Bianco (R): <\/strong>Citing the decriminalization of drugs, mental health crises and home affordability, Bianco\u2019s campaign looks to expand enforcement of Grants Pass v. Johnson \u2014 a Supreme Court Ruling allowing public camping bans against homeless individuals \u2014 and prioritizing state funding to organizations that have a successful track record of getting homeless people into treatment and housing.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Steve Hilton (R):<\/strong> His campaign is steadfast on the belief that it\u2019s illegal for anyone to live on the street. In an interview with<a href=\"https:\/\/calmatters.org\/politics\/2026\/05\/ca-governor-candidates-homelessness\/\"> CalMatters<\/a>, he did not provide details about whether he would continue or expand upon programs Gov. Gavin Newsom has put in place; however, he did express interest in overhauling state-funded programs.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Katie Porter (D): <\/strong>Much like her housing policy, Porter\u2019s homelessness plan focuses on two strategies she claims the state has yet to adopt: Homeless prevention through emergency rental assistance and rehousing, and interim housing that keeps people off the streets. With an emphasis on increasing housing supply, she wants to prevent people from needing permanent supportive housing by lowering costs.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tom Steyer (D): <\/strong>&nbsp;\u201cMy basic attitude about homelessness is no one gets well on the street,\u201d Steyer told El Tecolote. \u201cIf someone can&#8217;t make rent for a month or two, you help them so that they don&#8217;t end up on the street, because being on the street is such a stressful, destructive environment that it produces all kinds of problems for the people who are living there that are not easily remedied.\u201d While his main priority is around avoiding homelessness from starting, Steyer proposes investing in temporary housing which would redirect money that California puts into permanent housing.&nbsp;<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Immigration<\/strong><\/h2>\n\n\n\n<p>The Trump administration\u2019s immigration crackdown has sparked fear and uncertainty among Bay Area\u2019s immigrant communities. As the federal government continues to erode legal immigration pathways, ramps up arrests and cuts support programs, readers wonder how California\u2019s next leader would continue to uphold the state\u2019s sanctuary jurisdiction.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Xavier Becerra (D): <\/strong>While not an explicit priority in his campaign, Becerra said that he would \u201cpolice the immigration police\u201d during a January gubernatorial forum backed by the <a href=\"https:\/\/www.calfund.org\/news-and-events\/three-candidates-for-california-governor-agree-on-immigrant-support-at-ccf-backed-forum\/\">California Community Foundation<\/a>. At a separate <a href=\"https:\/\/www.nbclosangeles.com\/news\/local\/california-governor-la-mayor-debate-immigration\/3887792\/\">NBCLA debate<\/a> he claimed he would prosecute and convict ICE agents if they violated the law. He has, however, made it clear that if he were governor he would protect access to essential medical health services for immigrant communities.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Chad Bianco (R): <\/strong>Bianco\u2019s <a href=\"https:\/\/biancoforgovernor.com\/immigration\/\">platform<\/a> heavily relies on stopping \u201cillegal border crossings,\u201d as a means to combat the \u201cillicit drug and human trafficking organizations that are destroying our state.\u201d Labeling it as a \u201chumanitarian crisis,\u201d Bianco wants to work with the federal government to abolish sanctuary state policies and prioritize the \u201cdeportation of violent criminals from our jail and prison systems.\u201d<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Steve Hilton (R): <\/strong>As a self-labeled \u201ccandidate of the legal immigrant community,\u201d Hilton\u2019s immigration policies don\u2019t veer far from President Trump\u2019s. He told <a href=\"https:\/\/abc7.com\/post\/republican-california-governor-candidate-steve-hilton-says-everybody-supports-trumps-immigration-policies\/18650703\/\">ABC 7<\/a> that he doesn\u2019t \u201cimagine a single person who doesn\u2019t support\u201d Trump\u2019s closing of the southern border. He also told <a href=\"https:\/\/americancommunitymedia.org\/politics\/restore-the-ladder-of-opportunity-steve-hilton-vows-affordability-immigration-compliance\/\">American Community Media<\/a> that under his leadership, there would be no obstruction of federal immigration enforcement and that immigration policy is not a responsibility of a governor but one of the federal government.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Katie Porter (D): <\/strong>Porter\u2019s stance on immigration has homed in on the abolishment of ICE as a determent to immigrant safety. As a <a href=\"https:\/\/katieporter.com\/priority\/abolish-ice\/\">prominent part of her campaign<\/a>, she has claimed that she would reject federal overreach and ensure that state infrastructure serves its communities \u201cnot a horrific deportation agenda.\u201d<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tom Steyer (D): <\/strong>Stating that \u201cCalifornia must build a system that fights fire with fire,\u201d Steyer has made abolishing ICE a centerpiece of his campaign.
