Photo: Alexis Terrazas<\/figcaption><\/figure>\n<p class=\"p1\">The Calle 24 Latino Cultural District Council recently rejected plans to build \u201cbike share\u201d stations sponsored by Ford Motor Company along 24h Street. El Tecolote asked Calle 24 President and Co-founder Erick Arguello to explain the decision, which has provoked backlash from some San Francisco residents.<\/p>\n<p class=\"p5\">\u201cWe are doing what we were elected to do,\u201d Arguello said. \u201cWhen we formed the council, we met with focus groups and what was repeatedly emphasized was: \u2018We don\u2019t want the Mission to turn into Valencia street.\u2019 They were adamant about that. We saw affordability was the biggest issue, fear of displacement, fear of the Latino culture disappearing, we took that and we\u2019re going through our community process and we want that respected.\u201d<\/p>\n<p class=\"p5\">Nineteen people sit on the Calle 24 Council, all of them community members, ranging from artists to merchants, business owners, neighbors and activists.<span class=\"Apple-converted-space\">\u00a0 <\/span>The negative response to the rejection of the bike sharing system has been tinged with racism. One Reddit user on San Francisco\u2019s subreddit said of Calle 24: \u201cThey believe anything which helps \u201cthose people\u201d is bad, even if it also helps the neighborhood as a whole.\u201d The council has also been accused of<span class=\"Apple-converted-space\">\u00a0 <\/span>\u201cpreserving ghettos.\u201d But the backlash has only reinforced its decision.<\/p>\n<p class=\"p5\">\u201cIt\u2019s sad to say, we\u2019re used to that,\u201d Arguello said. \u201cSimilar remarks emerged when we first formed the Latino Cultural District, back when Army Street was being renamed Cesar Chavez. Photo: Alexis Terrazas<\/figcaption><\/figure>\n<p class=\"p5\">Arguello stressed that the stations, which take up approximately three parking spaces each, are not being blocked in all of District 9 (where the Mission is located), but only along the 24th Street corridor.<\/p>\n<p class=\"p5\">He acknowledged that bikes are among the only available means of affordable transportation for many immigrants, and said that when Ford approached Calle 24 about the project eight months ago, it emphasized affordability.<\/p>\n<p class=\"p5\">\u201c[Ford] highlighted affordability, pointed out they wanted to include these in low income working class communities and wanted to make it affordable,\u201d Arguello said. \u201c$5 for the first year and $60 the year after and their regular scale is $120.\u201d<\/p>\n<p class=\"p5\">While this effort to provide access to low-income communities seems positive, many wonder why Ford, an auto company, is investing in bike sharing in the first place.<\/p>\n<p class=\"p4\"><b>Ford\u2019s quest to replace the city\u2019s bike share program<\/b><\/p>\n<p class=\"p5\">The original Bay Area Bike Share program was founded back in August of 2013. A joint project between San Francisco Metropolitan Transit Authority (SFMTA) and the Bay Area Air Quality Management District (a public agency that monitors air pollution throughout the Bay Area\u2019s nine counties), it began with 350 bikes and 35 stations.<\/p>\n<p class=\"p5\">The program eventually doubled in size, but was discontinued on June 11, 2017, when Ford Motor Company, offered to finance a replacement program: Ford GoBike.<\/p>\n<p class=\"p5\">Ford and its partner, the New York City-based bike sharing company Motivate, were awarded a seven-year contract to further expand the bike share network in the Bay Area by 2018, from 700 bikes to 7,000 (328 to 4,500 in San Francisco). The ten-fold expansion would be built and operated by Bay Area Motivate but funded by Ford Motor Company, according to the SFMTA.<\/p>\n<p class=\"p5\">The news was announced by the Metropolitan Transportation Commission on Sept. 9, 2016 at Civic Center Plaza in San Francisco. That same day, Ford Smart Mobility\u2014a sub-company of the Ford Motor Company\u2014acquired Chariot, a San Francisco shuttle bus start-up.<\/p>\n<p class=\"p5\">The timeliness of this acquisition prompted an investigation from Business Insider, which determined that Ford Motor Company had more than affordable transportation in mind when it launched Ford GoBike in San Francisco.<\/p>\n<p class=\"p5\">According to the article, Ford Motor Company\u2019s president and CEO James Hackett gave a presentation to investors on Sept. 14, 2016 outlining the company\u2019s true intention with Ford GoBike:<\/p>\n<p class=\"p5\">\u201cWhat we\u2019re doing differently in San Francisco that isn\u2019t done in New York is we put telemetry on that bike,\u201d Hackett reportedly said. \u201cTelemetry is a form of communication, so now the bike is pinging data to us. &#8230; The opportunity is not bikes. That\u2019s not why Ford\u2019s in it. The opportunity is data, and the data is super valuable because it tells us these invisible paths that people are taking in this complex city in terms of how they want to get around. &#8230; We can take that data and we can connect it in ways that our new shuttle is going to connect to the cloud as well.\u201d<\/p>\n<p class=\"p4\"><b>Causes for concern<\/b><\/p>\n<p class=\"p5\">Ford Motor Company\u2019s purchase of Chariot was a major factor in the council\u2019s decision.<\/p>\n<p class=\"p5\">\u201cI\u2019m concerned with corporate interest in our cultural district, and links to the Chariot private bus service,\u201d said Wendy Bardsley, a Calle 24 Council member. \u201cWe have seen more private options for transit that seem to further emphasize economic differences, and aim to compete directly with city buses.\u201d<\/p>\n<p class=\"p5\">The tracking system that Hackett spoke of was another issue raised by the council.<\/p>\n<figure id=\"attachment_34843\" aria-describedby=\"caption-attachment-34843\" style=\"width: 400px\" class=\"wp-caption alignright\"><a href=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?quality=89&#038;ssl=1\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-34843\" src=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?resize=400%2C533&#038;quality=89&#038;ssl=1\" alt=\"\" width=\"400\" height=\"533\" srcset=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?w=864&amp;quality=89&amp;ssl=1 864w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?resize=600%2C800&amp;quality=89&amp;ssl=1 600w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?resize=188%2C250&amp;quality=89&amp;ssl=1 188w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?resize=768%2C1024&amp;quality=89&amp;ssl=1 768w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2017\/07\/Bikes_03web.jpg?resize=360%2C480&amp;quality=89&amp;ssl=1 360w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><figcaption id=\"caption-attachment-34843\" class=\"wp-caption-text\">Erick Arg\u00fcello, cyclist and president\/co-founder of Calle 24. Courtesy: Erick Arg\u00fcello<\/figcaption><\/figure>\n<p class=\"p5\">\u201cThis affects undocumented folks,\u201d Arguello said. \u201cWhat if the government comes in search of an individual and approaches Ford? They will have access to the routes they\u2019re taking, they can get a warrant and know where they\u2019re going, their daily routines and where to pick them up. It\u2019s a big risk for our community.\u201d<\/p>\n<p class=\"p5\">Despite Ford\u2019s insistence that the program will address the transportation needs of low-income communities, the Calle 24 Council has no intention of rescinding its stance.<\/p>\n<p class=\"p5\">\u201cNo one is saying Latinos don\u2019t ride bikes, but any bike sharing system or idea needs to come from the community itself.<span class=\"Apple-converted-space\">\u00a0 <\/span>We know better than &#8230; [a] corporation what\u2019s good for us.\u201d Arguello said, adding that, \u201cIt\u2019s cheaper in the long term to buy a bike if you\u2019re low income. You\u2019re not being tracked and you\u2019re not advertising Ford.\u201d<\/p>\n<p class=\"p5\">If all goes according to plan, the Ford GoBike program will eventually cover half the city with 320 stations. The Mission, the Castro and Noe Valley neighborhoods were part of the first wave of expansion, the next phase, according to SFMTA, will target outer districts like the Richmond and Bayview-Hunters Point.<\/p>\n<p class=\"p5\">\u201cI would love to see a bike sharing solution that is led by community organizations, where data isn\u2019t mined, money stays local, and there\u2019s an emphasis on serving those who aren\u2019t being served by Ford GoBikes,\u201d Bardsley said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Calle 24 Latino Cultural District Council recently rejected plans to build \u201cbike share\u201d stations sponsored by Ford Motor Company along 24h Street.
