TRAS CINCO D\u00c9CADAS DE DISCORDIA, LA OEA RETOMA CONTACTO CON CUBA<\/strong>
\nLa Organizaci\u00f3n de Estados Americanos (OEA), reanud\u00f3 el di\u00e1logo oficial con Cuba tras el viaje del secretario general del organismo, Jos\u00e9 Miguel Insulza, para asistir a la II cumbre de la Comunidad de Estados Latinoamericanos y del Caribe (CELAC) a celebrarse el 28 y 29 de enero en La Habana.<\/p>\nLas tensiones entre Cuba y la OEA comenzaron tras el triunfo de la revoluci\u00f3n cubana en 1959. Tres a\u00f1os despu\u00e9s, el pa\u00eds antillano fue excluido del organismo en la octava cumbre celebrada en Punta del Este, Uruguay, debido a la adhesi\u00f3n de la isla al marxismo-leninismo que \u2014seg\u00fan la resoluci\u00f3n oficial de la OEA\u2014 resultaba incompatible con el alineamiento del sistema interamericano.<\/p>\n
Si bien la OEA levant\u00f3 la restricci\u00f3n sobre Cuba en 2009 durante la Asamblea General que tuvo lugar en Honduras, Cuba rechaz\u00f3 volver al mecanismo. \u201cNo regresaremos a ella. Tiene una carga hist\u00f3rica negativa como instrumento de dominaci\u00f3n de los EEUU que no se puede resolver mediante ninguna reforma\u201d, expres\u00f3 en aquel entonces el canciller cubano Bruno Rodr\u00edguez.<\/p>\n
No obstante, voceros oficiales manifestaron su inter\u00e9s en la participaci\u00f3n del secretario de la OEA en la CELAC, un foro pol\u00edtico alternativo a la OEA incentivado en 2011 por el entonces presidente venezolano, Hugo Ch\u00e1vez. Insulza ha sostenido que ambas organizaciones no son incompatibles y pueden coexistir como foros pol\u00edticos.<\/p>\n

\nTras m\u00e1s de 6 a\u00f1os de proceso, el pasado 27 de enero el Tribunal de La Haya fall\u00f3 a favor de Per\u00fa en torno a un \u00e1rea de casi 50 mil km\u00b2 de mar que estuvo por d\u00e9cadas en disputa con su pa\u00eds vecino, Chile.<\/p>\nLa zona registra una pesca anual valorada en 200 millones de d\u00f3lares. Per\u00fa y Chile, en ese orden, son los dos primeros exportadores mundiales de harina de pescado. Es por eso que el presidente chileno, Sebasti\u00e1n Pi\u00f1era, lament\u00f3 el dictamen desde el Palacio de la Moneda: \u201cEsta decisi\u00f3n de la Corte significa que Chile debe ceder derechos econ\u00f3micos en una zona de aproximadamente 20.000 a 22.000 km\u00b2 al oeste de la milla 80\u201d.<\/p>\n
La demarcaci\u00f3n trazada por la Corte Internacional de Justicia pone fin a d\u00e9cadas de discusiones sobre c\u00f3mo dividir una de las zonas pesqueras m\u00e1s ricas del mundo frente a las costas de los dos pa\u00edses vecinos, enfrentados desde la Guerra del Pac\u00edfico de 1879\u201383, en la cual Per\u00fa perdi\u00f3 territorios y Bolivia su \u00fanico litoral mar\u00edtimo.<\/p>\n
Resta saber si esta sentencia emitida por el tribunal ir\u00e1 m\u00e1s all\u00e1 del diferendo mar\u00edtimo, ya que hasta ahora no menciona limitaci\u00f3n respecto de un \u201ctri\u00e1ngulo terrestre\u201d de casi 38 mil metros cuadrados en la frontera establecida por el Tratado de 1929 entre los dos pa\u00edses suramericanos.<\/p>\n
Si bien para el mandatario chileno la delimitaci\u00f3n mar\u00edtima \u201cratifica\u201d su \u201cdominio sobre el tri\u00e1ngulo terrestre\u201d; para el presidente peruano Ollanta Humala el fallo \u201cno prejuzga ni afecta la intangibilidad de la frontera terrestre\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
