VENEZUELA: EL GOBIERNO ADMITE QUE PERSISTE LA INSUFICIENCIA RESPIRATORIA DE CH\u00c1VEZ
\nEl jueves 21 de febrero, el gobierno venezolano inform\u00f3 persiste la insuficiencia respiratoria que aqueja al presidente Hugo Ch\u00e1vez. Esta es la primera informaci\u00f3n oficial que se ofrece sobre la salud del mandatario suramericano desde el lunes 18 de febrero, cuando regres\u00f3 a Caracas tras 70 d\u00edas de reclusi\u00f3n en un hospital de La Habana, Cuba. Ch\u00e1vez fue diagnosticado con c\u00e1ncer en junio de 2011, cuando se le extrajo de la zona p\u00e9lvica un tumor \u201cdel tama\u00f1o de una pelota de b\u00e9isbol\u201d. Tras ser reelecto presidente el 7 de octubre pasado, sigui\u00f3 el tratamiento en Cuba, donde se someti\u00f3 a otra operaci\u00f3n el pasado diciembre. HAIT\u00cd: DUVALIER RESPONDER\u00c1 ANTE EL JUEZ POR CR\u00cdMENES CONTRA LA HUMANIDAD
\nUn tribunal de Hait\u00ed orden\u00f3 este jueves 21 de febrero, que el expresidente Jean-Claude Duvalier, alias Baby Doc, se presente sin falta la semana pr\u00f3xima ante la justicia, para responder a las acusaciones de cr\u00edmenes de lesa humanidad y malversaci\u00f3n cometidos entre 1971 y 1986. Jean-Claude hered\u00f3 el poder de su padre, Francois Duvalier, quien condujo una f\u00e9rrea dictadura desde 1957. Durante el r\u00e9gimen de los Duvalier, miles de haitianos fueron asesinados, desaparecidos o sufrieron torturas a manos de las milicias oficialistas, los temidos tonton-macoutes, y se estima que solo durante el periodo de Baby Doc fueron desviados cientos de millones de d\u00f3lares de fondos p\u00fablicos. WASHINGTON D.C.: EEUU SOPESA ELIMINAR A CUBA DE LA LISTA DE PA\u00cdSES TERRORISTAS
\nVarios diplom\u00e1ticos de alto nivel del Departamento de Estado han concluido que Cuba deber\u00eda ser eliminada de la lista de pa\u00edses terroristas, de acuerdo con un art\u00edculo publicado el jueves 21 de febrero, por The Boston Globe. El Departamento de Estado ha dictaminado que, seg\u00fan el informe, la isla \u201cya no apoya a grupos terroristas como las FARC o a los antiguos miembros de ETA\u201d. La inclusi\u00f3n de un Estado en la lista de pa\u00edses terroristas conlleva el veto a la compraventa de armas, controles sobre las exportaciones, la prohibici\u00f3n de ayuda econ\u00f3mica y la imposici\u00f3n de una amplia gama de restricciones financieras. \u201cEl levantamiento de estas sanciones ser\u00eda muy beneficioso para promover las reformas econ\u00f3micas y pol\u00edticas que t\u00edmidamente se est\u00e1n llevando a cabo en la isla\u201d, se\u00f1ala Tom\u00e1s Bilbao, director ejecutivo de Cuba Study Group, una organizaci\u00f3n independiente formada por profesionales y empresarios cubanoamericanos y estadounidenses. \nLa quinua puede desempe\u00f1ar un papel importante en la erradicaci\u00f3n del hambre, la desnutrici\u00f3n y la pobreza, asegur\u00f3 el Director General de la Organizaci\u00f3n de las Naciones Unidas para la Alimentaci\u00f3n y la Agricultura (FAO), Jos\u00e9 Graziano da Silva, en el lanzamiento oficial del A\u00f1o Internacional de la Quinua, en la Sede de las Naciones Unidas, en Nueva York. Evo Morales, el presidente de Bolivia y la Primera Dama de Per\u00fa, fueron algunos de los participantes de alto nivel en la jornada de lanzamiento. BOLIVIA: ELIMINAN PROHIBICI\u00d3N DE MASTICAR HOJA DE COCA CONFORME A CONVENCI\u00d3N SOBRE ESTUPEFACIENTES DE LAS NACIONES UNIDAS
\nLos derechos de los Pueblos Ind\u00edgenas dieron un paso adelante este mes, cuando las Naciones Unidas eliminaron la prohibici\u00f3n de masticar hoja de coca conforme a la Convenci\u00f3n \u00danica sobre Estupefacientes de las Naciones Unidas. En 2011, Bolivia se retir\u00f3 de la Convenci\u00f3n y volvi\u00f3 a solicitar su admisi\u00f3n despu\u00e9s de seis meses bajo la condici\u00f3n de que los pa\u00edses adscritos aceptasen la tradici\u00f3n de masticar hoja de coca, parte importante de muchas culturas ind\u00edgenas de Am\u00e9rica Central y del Sur, y del Caribe. Durante un per\u00edodo de doce meses se dio tiempo a los pa\u00edses miembros para oponerse a la propuesta, comenzando el 10 de enero de 2012 y hasta el 10 de enero, 2013. Se necesitaban 62 de 184 votos para vetar la propuesta, y tan s\u00f3lo 15 pa\u00edses votaron en contra \u2014M\u00e9xico, Estados Unidos y Canad\u00e1 entre ellos.
