Photo Brenda Lopez<\/figcaption><\/figure>\n<p>On Nov. 20, District Attorney George Gasc\u00f3n announced a Californians\u2019 Victim Compensation Program that offers up to $5000 in reimbursement for mental health counseling for children and youth who are witnesses of violence.<\/p>\n<p>\u201cIt\u2019s important to let kids get the services they need to develop and people need to know this is one of them,\u201d said Maria Bee, chief of Victim\u2019s Services for the Office of the District Attorney. She added that while the program started in 2009, it has been mostly unused.<\/p>\n<p>The goal of the program is to provide counseling for children and youth who, as a result, suffer from emotional trauma.<\/p>\n<p>\u201cCommunity violence has profound lasting effects on our children. The District Attorney\u2019s Office wants families to know they can access mental health services for children who are witnesses to violence,\u201d Gasc\u00f3n said in a press release.<\/p>\n<p>There is a two-fold explanation for the gap between the availability and access to the program\u2014both lack the need of awareness and recognizing the value of its importance.<br \/>\n\u201cChildren exposed to violence, whether at the home or in the community, experience a lot of negative repercussions\u2014for example emotional, social and cognitive developmental problems,\u201d said Berta Hernandez, who is the Chicano\/Latino family resource system manager at El Instituto Familiar de la Raza.<\/p>\n<p>Hernandez also verified that during the spike of shootings in the Mission during the months of September and October\u2014some of which happened midday near parks and schools\u2014zero cases to access the program were opened.<\/p>\n<p>\u201cA lot of kids stay quiet about [the violence], so it\u2019s hard to tell but studies show kids exposed to violence are aggressive to peers and the bully behaviors continue &#8230; they have a lot of feelings of despair,\u201d Hernandez said, explaining the importance of preventing victims (the children) from becoming perpetrators of violence.<\/p>\n<figure id=\"attachment_17945\" aria-describedby=\"caption-attachment-17945\" style=\"width: 360px\" class=\"wp-caption alignright\"><a href=\"https:\/\/eltecolote.org\/content\/2012\/12\/witnesses-of-violent-crimes-now-get-help\/victims-compensation_01web\/\" rel=\"attachment wp-att-17945\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-17945 \" title=\"Victims Compensation_01web\" src=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/12\/Victims-Compensation_01web.jpg?resize=360%2C238&#038;quality=89&#038;ssl=1\" alt=\"\" width=\"360\" height=\"238\" srcset=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/12\/Victims-Compensation_01web.jpg?resize=360%2C238&amp;quality=89&amp;ssl=1 360w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/12\/Victims-Compensation_01web.jpg?resize=600%2C398&amp;quality=89&amp;ssl=1 600w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/12\/Victims-Compensation_01web.jpg?w=800&amp;quality=89&amp;ssl=1 800w\" sizes=\"auto, (max-width: 360px) 100vw, 360px\" \/><\/a><figcaption id=\"caption-attachment-17945\" class=\"wp-caption-text\">Berta Hernandez, Family Resource System Manager. Photo Brenda Lopez<\/figcaption><\/figure>\n<p>Forgetting doesn\u2019t fix the trauma or heal emotional developmental deficiencies, but through counseling, witnesses can move from being victims to survivors.<\/p>\n<p>\u201c[The children] don\u2019t have to have seen the violence, for example if they were in their home and they heard gunshots. Witnessing violence is either seeing or hearing it,\u201d explained Bee.<\/p>\n<p>\u201cThe witness must be under 18 and a parent, legal guardian, or licensed social worker has the right to request services.
