{"id":15255,"date":"2012-07-07T15:41:29","date_gmt":"2012-07-07T22:41:29","guid":{"rendered":"http:\/\/eltecolote.org\/content\/?p=15255"},"modified":"2012-07-07T15:43:06","modified_gmt":"2012-07-07T22:43:06","slug":"criminalization-of-truant-students-reaps-inconclusive-results","status":"publish","type":"post","link":"https:\/\/eltecolote.org\/content\/en\/criminalization-of-truant-students-reaps-inconclusive-results\/","title":{"rendered":"Criminalization of truant students reaps inconclusive results"},"content":{"rendered":"<figure id=\"attachment_15258\" aria-describedby=\"caption-attachment-15258\" style=\"width: 700px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/eltecolote.org\/content\/?attachment_id=15258\" rel=\"attachment wp-att-15258\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-15258\" title=\"Truancy\" src=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/07\/Truancy.png?resize=700%2C433&#038;quality=80&#038;ssl=1\" alt=\"\" width=\"700\" height=\"433\" srcset=\"https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/07\/Truancy.png?w=700&amp;quality=80&amp;ssl=1 700w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/07\/Truancy.png?resize=600%2C371&amp;quality=80&amp;ssl=1 600w, https:\/\/i0.wp.com\/eltecolote.org\/content\/wp-content\/uploads\/2012\/07\/Truancy.png?resize=360%2C222&amp;quality=80&amp;ssl=1 360w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a><figcaption id=\"caption-attachment-15258\" class=\"wp-caption-text\">Photo Courtesy http:\/\/blogs.nottingham.ac.uk<\/figcaption><\/figure>\n<p>Truancy levels have gone down in the Mission District, but it is unclear if schools are better serving students and families or if fear of legal action is the only motivation behind the improvement\u2014students and their families can be charged with a misdemeanor and face up to $2,500 in fines if the student is chronically truant.<\/p>\n<p>A truant is defined by the city as any student who is more than 30 minutes late for class or misses their classes completely on more than three days.<\/p>\n<p>Before leaving the Mayor\u2019s office, Gavin Newsom teamed up with the District Attorney\u2019s office to crack down on truancy citywide\u2014a collaboration that lead to the creation of the Truancy Assessment &amp; Resource Center, an intervention program that SFUSD uses as their go-to resource for assisting truant students.<\/p>\n<p>Both TARC Director Tacing Parker and program advocate Lisa Mejia expressed excitement at the number of students they were able to directly assist through the program.<\/p>\n<p>\u201cThis year alone we [helped] over 200 [students],\u201d Mejia said.<\/p>\n<p>\u201cAnd last year we had over 300,\u201d Parker added. \u201c[The TARC] started in May of 2010, and within a year, we did get the news from the district that truancy levels had decreased on all school levels.\u201d<\/p>\n<p>Students may be labeled as chronically truant if they miss more than 10 percent of their classes without an excuse, while a habitual truant is one who continues to miss school after multiple attempts to reach out to the student and their family.<\/p>\n<p>SFUSD schools send letters home once a student is absent more than three times, and students are generally forced to create an agreement with the school and their parents to attend classes regularly. If the truancy persists, families are sent a second and then a third and final warning letter.<\/p>\n<p>After that, the school district and District Attorney\u2019s office are notified.<\/p>\n<p>\u201cThe letters can be some what intimidating,\u201d said Elsa Gamino, attendance liaison for John O\u2019 Connell High School. \u201cHowever, what I like about the letters is that they specify the dates of tardiness and absences.\u201d<\/p>\n<p>It is usually only in extreme cases of truancy or absenteeism that students or their families may be taken to court.<\/p>\n<p>According to the District Attorney\u2019s Office there were only 50 individuals or families whose truancy case reached the courts last year, and only 115 cases have been reported in the past four years.<\/p>\n<p>Truancy was one of the problems facing the Mission District in 2010 when the SFUSD chose to create the Superintendent\u2019s Zone, which is divided into the Bayview Zone and the Mission Zone\u2014together they have the two highest rates of truancy in the city.<\/p>\n<p>According to the SFUSD, 23.1% of students in the Mission Zone were chronically absent during the 2008-2009 school year, compared to only 13.4% from 2011-2012.<\/p>\n<p>The Mission Zone consists of: Bryant Elementary, Cesar Chavez Elementary, Leonard R.
